A Shared Vision for Restoration, Stewardship, and Care
The Alakoko Loko iʻa Conceptual Master Plan reflects several years of careful planning, community engagement, and hands-on restoration work at Alakoko.
Following the transfer of title to Mālama Hulē‘ia in late 2021, our board made a deliberate decision to pause and be intentional about how we move forward—not only to continue restoration, but to clearly articulate a shared vision for the future of this place. This Plan was developed to communicate that vision with transparency and care to our community, partners, and supporters.

Restoration at the Center
At its core, the Plan is grounded in the restoration of the fishpond. It draws from Peleke’s deep knowledge of Alakoko and traditional loko iʻa practices. As Mālama Hulē‘ia’s Director of ʻĀina and Community Engagement, Peleke guides fishpond restoration and cultural practice at Alakoko, ensuring that restoration remains the foundation for everything that follows.
That knowledge informs not only the physical rebuilding of the kuapā and removal of invasive mangrove, but also the thinking behind infrastructure, programming, and organizational capacity. Rather than rushing ahead, this process allowed us to slow down, listen, and ensure that all future development is in service of caring for the fishpond well.
Looking Back—and Ahead
The Conceptual Master Plan reflects both where we have been and where we are headed. It holds the history of how this work has evolved, the values that guide our approach, and a long-term view of stewardship rooted in care, restraint, and cultural responsibility.
It also lays out what is needed to sustain restoration over time—supporting ʻāina-based education, community engagement, and the systems required to steward Alakoko responsibly for generations to come.
A Living Document
We share this Plan as a tool for understanding and alignment. It is not a fixed blueprint, but a living document that will continue to guide restoration, education, and stewardship efforts at Alakoko as this work grows and deepens.
